How Europe is preparing for large-scale autonomous vehicle deployment

For more than a decade, mainland China and US states have embraced autonomous driving technology, while Europe has taken a more measured approach. Rather than focusing solely on rapid large-scale commercial deployment, Europe has prioritized extensive testing, validation and regulatory alignment.
That approach has played out through localized pilot projects, collaborative research initiatives and efforts to address a wide range of driving and traffic conditions. While the US and mainland China have moved more rapidly toward commercial geofenced services, Europe has emphasized common safety principles and a carefully regulated framework that can support long-term autonomous vehicle growth.
Autonomous vehicle regulations evolve in Europe
Europe’s emphasis on safety is reflected in an evolving regulatory framework designed to enable broader deployment of autonomous vehicles while maintaining rigorous safety standards. Historically, Europe’s vehicle-type approval framework has presented a particular challenge for highly automated vehicles, particularly platforms designed without conventional driver controls. EU legislation eventually created a pathway to approval for automated and fully autonomous vehicles for some uses, including up to 1,500 registrations per vehicle type per year across the EU for small series.
That framework is now evolving to accommodate a broader range of automated-driving applications. In 2026, the European Commission removed the small-series limitation for Automated Valet Parking, representing an important step toward higher-volume deployment. For other Level 4 autonomous vehicle applications, including robotaxis in Europe, approval continues to depend on the vehicle type, use and applicable EU and national requirements.
At the international level, on June 24, 2026, UNECE WP.29 adopted the first regulation specifically addressing fully driverless Automated Driving Systems (ADS)—a major milestone. The framework gives participating markets a common set of safety requirements and a consistent way to validate fully driverless vehicles.
The regulation entered into force about one month after adoption, although it may take until January 2027 for broader practical implementation as participating countries complete domestic legal procedures. The framework requires manufacturers to demonstrate safety throughout a vehicle’s lifecycle, from testing and validation through real-world operation and monitoring. It also requires a Data Storage System for Automated Driving to record information about the automated driving system.
The framework has significance beyond Europe, with major automotive markets including Canada, mainland China, Japan, the UK and the US supporting the initiative and creating potential for greater international regulatory convergence.
Vehicle approval, however, does not automatically authorize Level 4 autonomous vehicles to operate on public roads. UNECE provides an international framework for vehicle and ADS approval, but individual countries and jurisdictions still determine where and how they can operate. January 2027 is therefore an important step toward broader deployment, not a date when autonomous vehicles will automatically be authorized across Europe.
The EU cross-border initiative
Europe is also working to make it easier for autonomous vehicles to cross national borders. On June 8, 2026, 18 EU member states signed a Joint Declaration of Intent to support large-scale cross-border testbeds for autonomous vehicles.
Part of the European Automotive Action Plan, the initiative aims to support safe, coordinated and competitive autonomous vehicle deployment. Members will work to develop common principles for approval, coordinated permitting procedures and practical deployment activities in areas such as public transport, freight and logistics.
The initiative has sometimes been described as a potential “Level 4 Passport,” but it does not yet provide automatic authorization across participating countries. Its goal is to provide greater regulatory certainty and make cross-border deployment easier for manufacturers, technology providers and operators.
Autonomous vehicle technology companies target Europe’s robotaxi market
As Europe prepares for broader autonomous vehicle deployment, US, European and mainland Chinese companies are positioning themselves in the emerging robotaxi market.
Waymo is preparing for commercial operations in London while expanding its European footprint to France, Germany, the Netherlands and Spain. In Munich, the company plans to begin mapping and testing in 2026, with commercial ride-hailing targeted toward the end of 2027.
Wayve is emerging as Europe’s leading homegrown contender, with its AI Driver being developed in partnership with Uber and Stellantis. In London, Wayve received Private Hire Vehicle licences from Transport for London in August 2026, enabling the next phase of its supervised passenger service.
Mainland Chinese players are also accelerating the expansion of robotaxis in Europe. WeRide is preparing a commercial robotaxi service with Uber in the Greater Zurich Region, while Baidu Apollo Go is conducting L4 testing with PostBus in Switzerland.
Meanwhile, Zagreb has already entered the commercial phase, with Verne and Pony.ai launching a robotaxi service in April 2026 and Uber integrating the service into its platform in August.
Europe’s autonomous vehicle market enters a new phase
Mobility Global expects production volumes of Level 4 autonomous vehicles in Europe to grow rapidly through 2030, as autonomous mobility moves from pilot programs toward wider commercial deployment. Growth in the robotaxi market and autonomous shuttle services, along with continued progress in regulation and technology, is expected to drive a 211% CAGR in Level 4 autonomous vehicle sales from 2026 to 2030.
Europe accounted for 6.78% of global Level 4 light vehicle sales in 2025, well below Greater China’s 74.44% share. China’s lead reflects strong government support, large-scale pilot programs, faster regulatory approvals and a growing ecosystem of OEMs and autonomous-driving companies that has accelerated commercial deployment.
Nevertheless, Europe’s Level 4 autonomous vehicle market is entering a new phase as regulatory frameworks, technical standards and deployment models increasingly converge. UNECE has established an international framework for fully driverless ADS, while the EU is evolving its vehicle approval rules and 18 member states are working toward more coordinated cross-border testing and permitting.
The next few years will be an important test of how this regulatory progress translates into actual deployment, which will continue to depend on national and local operating requirements.
Greater harmonization in vehicle approval and safety validation, along with stronger cross-border coordination, could provide a strong foundation for the region’s emerging robotaxi market, enabling regulators, technology providers, OEMs and mobility platforms to build real-world experience while safely and gradually expanding autonomous mobility services.
